They do it since the old appliances use much more electricity so it worth it for them.The guy that came down to check my appliance since it wasn't working well told me about it. then some more people told me about it.

The closest thing to that I've ever heard of is when (I think it was) con Ed and possibly the city offered a voucher for a discount on a be one.
If there's a way to completely replace I would totally go for it.

Thats my question, someone said something about Orange & Rockland, dunno, doesn't really make sense. but there should be an appliance company that does it.
