In the chassidish world, Elkanah's are called Kuni. (Pronounced Kooni.)
Please don't call him Elky, it's a girls name.

Elky is a girls name in all circles, just like Chany and Sara are girls names in all circles.

But not all circles will associate it as an entirely feminine name. For example, Simcha is very much a boys name in some circles - but it is also a feminine name - you can even be a girl named Simcha in Chassidish circles (I know a Bobover girl names Simcha) and then of course there is a girl's name Simchy which is different.

Toby is very much a boy's name, but Chassidish people would never understand that association and thin of it as only a girls name so naming your son Toby if you are Chassidish would not be the same as if you were MO. Another example is that the name male name Chuna חנה in Chassidish circles is fine (it is pronounced differently than Chana) but if you would be Litvish and pronounce it Chona, you may choose to skip on the name because people would associate it with Chana a girls name.

So, if her circle does not think that Elky for a boy is the same as Rivky for boy (which is how it would be viewed in Chassidish circles) there is no problem with her using that because it does not have the same association.
