Most credit cards have a travel arm that can assist but may not offer the best value.

And then? How do you book a hotel?

Go to ultimaterewards.chase.com and login using your Chase login info. You should then be able to click to redeem your points for hotels. It should ask you what city and dates you want, and then give you your choices, and if you're happy with one of them and click to pay with points, it should make the reservation by deducting the points from your balance.
Alternatively, depending on which type of Chase card you have (Sapphire Preferred or Reserve allow you to transfer), you may have the option of transferring your Chase UR points to one of their affiliate hotel programs - IHG or Hyatt - and can then book through their rewards programs, which often give a much better value for your points than booking directly through Chase.
