I don't get it...if we were dealing with Cholera C"V or in danger of storm waters backing up and messing with the clean water supplies fine, but...

CORONAVIRUS IS NOT KNOWN TO BE WATERBORNE!!!

If it was just people in some Jewish neighborhoods stocking up, I'd assume they normally buy bottled water to avoid issues of bugs in water, but this seems to be the city at large. Some of the supermarkets even have signs up limiting how much water you can buy at a time.

Don't think I've missed some major announcement, so what gives? Is everyone just following the standard lists for what to have on hand in case of a disaster and not realizing that not all of it applies here, or is there actually something I've missed?

It's just panic shopping. If everything in the world shuts down, then there might be disruptions to the water supply, but that's a very remote possibility.

To justify the toilet paper purchasing?

I think it is just panic about availability of essential supplies, but I can't see that there is any reason for it.
