I hired someone to learn with my son for a half hour to an hour a day now while there's no school. How much is the norm to pay him. They are doing it via zoom, during the day. Teaching him about pesach and going thru the hagaddah.

How old is your son? What area do you live in?

It all depends on the market.
I saw SAT tutors who always work via skype / FaceTime and get $250 an hour.
Some may get $20 for a half hour.
You should discuss this with the tutor

Ask locally. My son learns with s rebbe Gemara. $40/half hr.

It's a family member doing me a favor. He has no idea what to charge me. I want to pay him the norm.

Depends, but if he's preparing his lessons from scratch then more than a regular tutor who just goes through school material.
