I'm frying onions in a pot. Then I plan to season roll, add tomato paste & plenty water. Then simmer & cook for a few hours.

Does this sound ok or does it need to be cooked in an oven?

Sounds good. I would put enough water to come like 2/3 of the way up the roast, but not more. You don't want to kill the flavor with too much water.
