They don't like it themselves when they are in a hyper mood.
They don't like it themselves when they argue...
So I think that you have some right to intervene and try and bring back a calmer atmosphere, a more canalised way of letting out energy...
Of course, it's hard when you cannot go outside... To me, all those things are a signal that they need to go out, have a good run, spend some energy...
