My baby is able to hold eye contact for only a few seconds at a time and I need to work for it. He doesn't seek me out.
He also doesnt smile yet.
Is this normal

Most babies of that age do very little. On average a baby will probably start smiling between 6 and 12 weeks.
You might find it helpful to look at stages of child development. However, first rule of children is every child is unique. Children develop at different rates, and that is normal. There is a normal average which most children fall into, and again not all children fall within the averages, and that is also okay.
Just because your sister's baby was smiling from 2 weeks and your neighbor's from 3, does not mean you have anything to worry about.
Don't compare your child to another child because every child is different, even within the same family. (for example my dc1 walked at 18months, my dc2 walked at 12 etc)
