I don't understand, if there's a curfew then why not arrested the riots? Spray stuff in the air, take care of them?

There's a curfew for frum Jews and other hardworking people. Looters, rioters , and murderers are exempt. They are also exempt from SD and masks.

I just read a New York Post article saying that while there was still looting last night there was much less of it because of the earlier curfew, and many were arrested before they could make off with loot.
