One is a powder and the other a liquid. The powder can be mixed with a small amount of vodka to produce a liquidy substance. I have used both for cookie decorating.
In my non professional opinion, paint is more of a mass consumer product as it is often sold in simple lots for children. The dist is more of a professional product and is sold in a myriad of colors as well as metallic and luminescent options.
