Can anyone recommend a way for me to do this?
Is there some way to measure the foot and then request the correct orthotic for a flat-footed teenager?

You can buy generic arch supports, but if there is a real issue that needs to be fixed, the only way to do it properly is to have the foot molds made by a professional fitter.
Feet are the foundation of the entire skeletal system. It's absolutely worth the expense and effort.
In the meantime, look for shoes with a cork bed, like Naot. They will mold to the feet somewhat, and they come with a good shape already. I live in my Naot, they are the only shoes that I can wear, especially when I have to do a lot of walking.

Pure Stride brand on Amazon was recommended by our podiatrist. Same as they sell in office. Sizing is by shoe size.
