serum levels are not a great way to gauge what is actually going on. Levels way above the normal range can also be a clue that something is off, it may mean the folate is circulating in the blood but not actually getting into cells and doing what it needs to. With b vitamins especially, most people go based off of symptoms. They are water soluble, so the body will excrete the excess.

if his body isnt using folate properly, what can be done about that?

btw, he started taking b6 and b12 recently

it might be the wrong type of folate clogging his system, in other words, folic acid. If you are not supplementing, he would still be getting from enriched flours and cereals. What could help is removing sources of synthetic folic acid from his diet, and supplementing with a more bioavailable form like folate, folinic acid, 5mthf or methylfolate. Along with this you should use a b complex, as all the b vitamins work synergistically and need each her to work.
