if you want even easier, you can skip the veggies and just use salsa. this is how my mom makes it and it's very good.
don't defrost fish loaf but take out from freezer for a few mins so you can remove the paper, put some salsa under and on top of fish in a loaf pan, and bake covered tightly with foil for around 1-1.5 hours at 350.
