It doesn't turn out the way it is expected.

For example:
Challah that doesn't rise
Cake that stays too moist
Potato kugel that doesn't stay white
Meat that won't become soft

Etc.

As opposed to "flipped" which is what people do to fried foods like hamburgers, pancakes, and blintzes to get the other side to brown.

As opposed to "flip-flopped" which means made a complete about-face in opinion about an issue. The Senator flip-flopped on the finance issue, stating initially that he was in favor of increasing the department's budget and later stating that he would seek to cut its funding.
