Moving to Israel out of fear?

A lot in the news has been written about open anti-semitic attacks and Jews not being able to protect themselves. Do you think that moving to Israel out of fear is valid or every has a healthy place?

Depends on how you feel about. Israel is a beautiful Jewish place and if you feel threatened living elsewhere, then why should moving be invalid?
If you still feel safe, (and it relatively still is IMHO) than why should you move?
And don’t take all the hysterical threads about prewar Europe repeating itself in the US here on imamother to heart.
There are a bunch of stressed out moms out there. Their fears and thoughts don’t count as legitimate news.

People do come to Israel as refugees (as in, people airlifted from Ethiopia years ago), but if possible, aliyah is more successful if well-planned and driven by positive rather than negative motivations.

Let's be honest - most Jews who immigrated to Israel from the fourth Aliya onwards have come to avoid oppression and persecution of one form or another.
Very few, in relative terms, came here out of idealism or religious conviction.
So yes - fear is a very valid impetus and when Israel is your best bet to ensure your survival then you 'make it work' cause you really have no other good choice.
OTOH, the fact that you are even asking this question shows that your situation is very different and much less dire than those who actually had to flee to Israel to escape persecution.
US Jewry is still not at the point that they 'need' to come here out of distress so yes, I agree that it's better to have positive rather than negative motivion. The "pull" rather than the "push", if you will.
Or at least your primary motivation should be a positive one because Aliya has its unique challenges.

Of course its a valid reason for moving to Israel.
So many refugees have done that in the history of the land of Israel, for all over the world.
Israel is the safest place for any jew who feels fear where they live.
And we will welcome you with open arms here.

Rav Kook gave a famous drasha on Rosh Hashana of 1933 (any flaw in this is because of me, not the original idea, its been a while since I learned it) where he discusses the words תקע בשופר גדול לחירותנו. He brings an analogy from the laws of a kosher shofar for Rosh Hashana. Lchatchila, you have to use the shofar of an איל - a ram. Bdi'avad, you can use the horn of any kosher animal (apart from a cow) and make a bracha on it. Someone who doesn't have any kosher shofar can blow any horn, even of a non-kosher animal, but without a bracha.
In the same way, there are three shofars of redemption - the shofar gadol - Jews who come back to Israel because they yearn for the tremendous sanctity of the land. That is the highest level - the lchatchila shofar.
The medium shofar - Jews who come to Israel because of a more pragmatic, historical connection to the Land. That is compared to the lower level shofar which is still kosher, and we still make a brancha on it.
And then there is the shofar of a non-kosher animal (Rav Kook started crying when he said this) - when non-Jews make Jews run for their lives and come to Israel to save themselves, out of a feeling of fear. We don't make a bracha on this kind of shofar, we don't want and yearn for this kind of geula - but one who blows a shofar of a non-kosher animal is yotzei yedei chova - this kind of geula is also geula.
Look again at what year he gave this drasha...
But we daven every day that Hashem will redeem us with the shofar gadol...
