How to organize toys

I have wooden cubbies (6 of them) with all our toys. Till now its basically just baby toys but hes getting older and I think he can use toys that are more for his age. But I also have a newborn that will use these toys I already have.
I live in a small apartment and dont have so much room for storage. I dont have a closet that I can stack bins.

Don't get a toy chest if you mean a box that's like a trunk. What happens is that the kids dump it all out on the floor looking for the toy they want. They'll dump bins, too, but then at least there's a chance they'll dump only one at a time.

Most of our kids have way more toys than they need. when space is tight, you have to find a balance between what you think your kids need (they really don't) and the space you have. If you have three bins or thirty, that's what you have. When you have more than one child, then the space has to be shared by as many children as you have. This means child #2 will have fewer toys lying around for his age than child #1 had. Well, child #1 also didn't have to share parental attention, either. That's what happens when you're not a firstborn, and most children manage to live a normal, productive life, anyway.

What you can do is look for another place to store surplus toys and rotate them in and out of the "active" toy area, so that your younger child eventually has access to all the toys for his age, just not all at the same time. That's if you can find the space. if space is too tight to allow for this scheme, then you have no choice but to regretfully give away some things, or at least send them out on a long-term loan. Or swap toys with a friend every few weeks so your children get to play with different things at different times.
