Am I correct in understanding that 529 plans are allowed for K-12 education (as per Ted Cruz's amendment to Trump's tax plan a few years ago)?
If so, what are the disadvantages to putting money in a 529 plan to pay tuition?

There isn't any disadvantage. I only wish it had been usable for K-12 in my kids' day but at the time it was only for post-secondary school. It would have made a big difference to us because we live in a high-tax state.
