I second Calvin and Hobbes! I love that series so much. The creativity is incredible, and he'll really relate to all the mischief Calvin gets into.
For girls, I just have to give a shout out to the "Hereville" series by Barry Deutch. It's about a Beis Yaccov girl who has lots of adventures. Totally frum and kosher, great illustrations. You can get them at BookDepository.

New kid by Jerry craft. 1 page where he is scared a girl will want to kiss him but she doesn't. Excellent book. Won the Newbury. The sequel, class act, has more boy girl stuff.
Also, when stars are scattered by Victoria Jamieson. Excellent book. Completely clean.
Neither are funny books. Just great stories.
