I'll be honest, I had that age difference with two of my kids and did not buy a double stroller. I borrowed one briefly from a friend to help me decide if I wanted to fork out the cash for one myself, but in the end I barely used it. If I went out for short distances, my toddler walked. Otherwise I had the baby in a carrier. I found even when I tried using the double stroller, the baby would often cry and want to be held so I'd end up with her in the carrier anyways. I'm normally a huge fan of double strollers, I've had two in the past since I have twins. But with these two it just didn't make much sense. And by 2 1/2 - 3 my kids stopped using strollers almost entirely.
ETA: If you don't use baby carriers, then yes get a double stroller. Or start baby wearing. It's a lifesaver.
