Because aluminum is a material that requires toiveling (unlike plastic for example), there are shitas that would require you to toivel the aluminum tins. But because toiveling is required only for dishes that were handled by non-Jews, the hechsher on it states that only Jews were involved and therefore, does not require toiveling (even if you were of the opinion that they ordinarily do).
