Yes, it is. But that doesn't mean that OP's dh is necessarily doing anything wrong.

It could be that OP's dh is in fact secretly considering going OTD and this is just Step One. OTOH, it could just as easily be that OP's dh works in a notoriously antisemitic industry or neighborhood; is not blessed with a large physique, a fearsome physiognomy, and a black belt in martial arts; and therefore prefers to blend into the woodwork. Considering that he must have told OP that this is what he's doing, otherwise how would she know, the latter is more likely than the former.

My dad is the only orthodox jew in his job for a certain government department. He is greatly respected, hat and all. I think he is very respected BECAUSE he is not ashamed of being openly jewish. (And he is awesome)

There are rules about courtroom dress. In most courtrooms, headcoverings are not allowed unless worn for medical or religious reasons. Removing one's hat is a Christian sign of respect, so retaining one was considered a sign of contempt. The "religious reasons" part is relatively recent. Depending on the court, court officers may still give a kippah-wearing man a hard time.

Furthermore, legal firms, even if not courtroom lawyers, are notoriously conservative and want everyone to look like clones of each other. Wearing a headcovering disrupts that total uniformity. No-headgear policies are also a convenient way to discriminate against observant Jews.

a lawyer represents his client, and need to make sure he doesn’t influence the judge or jury in any way negative. Unfortunately, anti Semitism exists and in some cases a lawyer can best represent and defend his client if he is not noticeably Jewish. It is very common for frum lawyers to not wear Their yamukas in court, (even if they wear them all other times)
