The current plan seems to be that acssess to Meiron on Lag b'Omer will be unrestricted. That means that anyone in Israel will be able to go.
Permits to enter Israel for foreign citizens are still very limited though. Including if they are vaccinated.
I remember last year there was a lot of hysteria about people being unable to maintain their ancient (?) minhag of going to Meron for Lag b'Omer. Everyone survived. We've all had to cope without a lot this year. Israel has the right to close her borders. Meron will still be there next year, and hopefully Corona won't.
