Yes. Why wouldn’t you be able to roast them.
Don’t think it matters too much. Probably better if you do, on paper towels, but if you don’t leave them in the oven a little longer. Don’t think it needs to be so specific.

Don't defrost first. Toss with oil, spread out on a cookie sheet and roast at 425 until it's to your liking. (Some companies sell tiny pieces that aren't really like chunks nor good quality - those are better for cooking and puréeing.)
