I'm pretty sure there isn't a minhag to cut hair *for* lag b'omer, but, rather, some have the minhag to cut hair *on* lag b'omer. Some don't, though. If you don't cut hair from after pesach I don't think you can cut hair until lag b'omer day (friday). But some communities don't allow it then, either, so you're better off clarifying with your community rav.

That's one opinion...but my LOR says three hot dogs!

Usually it's during the day time. This year it's allowed in the evening when Lag Ba'omer starts because of shabbos preparations.

So does he reduce it to two s'mores? Five food items is very important, because lag b'Omer is the fifth day of the fourth week of the omer.

The four weeks are represented by one rendition of Bar Yochai, and three circuits of the fire. Then the five days are represented by five food items. He did say that one of them could be replaced by a potato, but only if prepared in advance, and few people have patience for that nowadays.
