I live in a condo. There are 12 families in the building. A few months ago there was a mouse infestation in a few units. The management company said that if the problem is in more than one unit they are responsible to pay. Which they did. Exterminator came and put out poison in all units.
The same should be for cockroaches. Usually where there is one unit involved it will be in entire building.

Are you a renter? It's the landlord's job.

Why is it the management company’s expense? How does it work? You bought from them?

Vermin and big infestation is the landlord’s responsibility. If you live in NewYork City, you can call the housing department and they will send an inspector to write a violation.

Condos are a bit different. Most condos pay for extermination of roaches but not for bedbugs.

what is she paying maintenance for?
if its a one apartment thing it could very much be that persons' neglect but if the building is infested its a maintenance problem

They pay condo fees so in essence the owners are paying it.

In the buildinga I've lived in in NYC growing up and married, the landlord always pays in a rental property.

If the landlord won't you can call 311 and Lodge a complaint. They'll send an inspector to check it out and issue a warning.

I know some tenants who had landlords who didn't want to deal with it. They arranged and paid for their own exterminator after giving a few day written notice that they would arrange and deduct from the next months rent. When landlord took them to court the judge allowed them to deduct. Not always are you so lucky with a judge.

Why would you tattletale on your landlord and cause them a violation? Why not just call them and ask them if they can send an exterminator?

Definitely the landlord. Most landlords will offer to send out an exterminator every few weeks for prevention, so they don't end up with an infestation.
