Think of Pesach cleaning an oven with a torch. He can obviously kasher his own mouth between meat and dairy. Not sure how long he'll have to wait, though.

OR, maybe dragons are lactose intolerant, so dairy won't even be an issue. He could still eat meat and vegetables together with no problem.

My local orthodox dragon or "lod" for short paskens that the fire from Chassidic dragons are made out of orange and yellow tissue paper. The type teachers use to make fake lag b'omer fires. Therefore the dragon should be vegan to avoid any problems of basar v'chalav. Alternately the dragons can make sure to eat only cold food that is has not been used for hot in the last 24 hours*
