Thick brown hair is good news. It means that it will work well with both laser and electrolysis. It will take about a year of regular treatments, as hair grows in cycles, but it will be totally worth it. You can save up some money, and get the treatments as you can afford them.
Blondes and redheads have a much harder time getting rid of extra hair. I have a blonde moustache, and I have to get it waxed pretty regularly. Otherwise I look like a Lorax.

Get one of those @home small laser removal machines
It takes a long time to see real results but if you use it consistently & for a long time you will see results
Using mine for 6+ months and saw a major reduction in hair growths
I’ll try to find a link to mine
I also have pcos

You can do electrolysis for your hairline. But make sure it's someone who really knows how to create a natural looking hairline. I've seem some people who look scary after.
Speak to your doctor to find out if Spironolactone is an option. It's an androgen (testosterone) blocker and it helps some people with the dark coarse hair and acne.

Read up on spearmint tea and Papaya turmeric mask. The mask has enzymes that help break down the roots, over time.

No laser!
With PCOS you most likely won't get approved and or your hormones will cause hair growth to return. Trust me!!!!
I use Brazilian hard wax by Gigi and it's like $60 for the Brazilian starter kit maybe less. Works great I only have to do every other or every two weeks.
Honestly your best bet is a diet change to help with all PCOS symptoms but the Gigi has been working for me for 4 years.

Hi OP- I struggled with pcos and hirsutism for years.
Here is what worked: electrolysis!!!! (do NOT use a home machine or anything else off amazon. Go to a professional only. A lot of things will actually cause more growth.)
Spironolactone and other meds (see endicronologist)
Laser for body hair (not recommended on face)
Do NOT pluck hairs
