She tells me she was walking on the sidewalk, and a grown man picked her up and placed her in the street, and told her she shouldn’t be walking on the sidewalk with men. I’m unsure how to respond to this. I’m not sure that telling the school would help. But I kind of feel that I shouldn’t let this go unaddressed.

can be traumatic, and def wrong
what area was it?
nh I sent many walks in the streets of Jm, and never never hard anything like this
are the girls dress tzanua?
are there sick ppl are there? any place may ... not a good exper

Definitely contact the school. They should call the police and check for security cameras in the area.

I don’t know what area. I have to ask.
She’s in a BY Seminary and wears uniform- but there are many people who don’t dress tzniusly, and I’m sure there would be a huge outcry if this was happening all over the place.

How do you assume that? Of course we’ve talked about safe touch. But I’ve never warned her about wackos who won’t share the sidewalk, mostly because I didn’t know it was a thing.

I don't care if she was in a g-string and pasties (not that she was, of course), no one has the right to put his hands on her.
OP, how is she doing? This was an assault, and for a young frum girl in particular, unaccustomed to being touched, pretty much a z3xual assault. OF COURSE call the school. Not that they can do anything, but she's going to need some extra attention and TLC, and they should be aware.

I’ve been in Jerusalem many times. And I’ve never come across this situation.

I'm having trouble picturing the scene.
You see a child of two years old, you can pick him up and put him somewhere else. How does a man " pick up" an 18 year old girl and deposit her a few feet over? Did he sweep her up in his arms? Wrap his arms around her and lift her? How does that even work?

Fair enough. Probably not. But she was dressed tzniusly. And yes she should have yelled, and we will talk about that. But really, asking how she was dressed somehow places the blame on her, and it shouldn’t be.

Exactly what you posted.
Honestly, the story sounds pretty crazy. Your daughter is probably too shocked to realize how disturbing that behavior is but later she might be very disturbed. The school should have someone who can talk her through it.
