SEIT my agency is closed and does not allow any services/billing; may vary by agency but I don't know, the holiday is federal.
SETSS/P4 independent contractors can bill any day including holidays, no restrictions.

If you bill the DOE directly, you're independent. If you answer to an agency, that is not independent.

As far as I know, only actual SEIT (as in , children under age 5) providers are restricted from working on legal holidays. P3/SETSS/Pendency providers may work, regardless whether or not you are working independently or for an agency.
