This is what I got when I googled this
"Although the green color itself is not harmful, it may indicate the presence of a toxin called solanine. Peeling green potatoes can help reduce solanine levels, but once a potato has turned green, it's best to throw it away."

Nothing to do with ripeness. It is a function of being exposed to sun or any light, and the build up of chlorophyll, which provides the green color, but concurrently solanine which is a toxin is formed.
