I don't know where to start. I need cheaper options (Shein etc). Are boys this age wearing more like toddler outfits or a big boy outfits?

I get all of my son's things from H&M. Not able to post links now but will try later. We don't do the grown up pant suit things at that age yet. Button down shirt (blue or white usually), pants and a sweater.

H&M has boys suit pants for 9.99. We pair that with a pretty crew neck sweater, usually from Zara, H&M, or kidichic.
