He gave 2 students money, and brought cake for the others. He nominated one of the 'good' kids to give out the cake to the deserving kids. Half the class got nothing.
Does this sound reasonable? (6th grade)

That sounds weird, but it's such a small part of the picture.
Is he a good Rebbe otherwise?
Does he control the class well in a positive way?
I'm guessing you got this information from your son. Is it possible that this is how your son is viewing it, but he's not telling you the full picture?

It really depends. What does good mean? Were the other kids being disruptive? Was this a punishment disguised as a reward for others? It makes a difference if good means marks or good means not being disruptive and doing the wrong thing in class.

Not a good policy at all. Sounds like he is not realizing the damage this does. He can just as easily say yitzi and yudi got the correct answers great job so I'm giving everyone a little treat. Let students learn to join in the celebration of people's accomplishments. Speak to admin

I agree that this is important. Did he come in and say "you are all good, and you aren't"? Or were there clear expectations where they were told they need to do xyz to get on the list?

This is what I would think. It drove us kids crazy when the chutzpadik girls in the class needed to be bribed with a prize. Why not give everyone else a treat randomly and not them? Hopefully, that would work to make the bad girls want to be good.
