Curious re the income question. It’s going to be difficult as mentioned above to take a blanket number without knowing what other expenses they have in life ie.medical or the like Maybe a rav is better if questioning. Honestly I think many ppl reaching out are ppl in need and if not maybe best not to judge them
Can u get a tax deduction? Maybe ppl will faster donate?

as I mentioned its not my gemach im just helping a friend who insisted on asking those personal qs but when she couldnt find anyone who would volunteer to make those calls she stopped those qs....

I have seen women take sheitlach from charity places that could afford new ones on their own. they used their money for other things. it's not really nice.
I bought myself something used on ebay in the past few months. I wouldn't take charity.

I’ve seen a gemach advertise that if you donate then you get entry to a raffle, I think the prize was a trip to Israel or a piece of jewelry. No idea where they got the money for those prizes though. They were collecting for distribution in Israel.
