It's in all of NY.
It's a grant of a certain amount of money applied towards heating costs. First come first serve slots based on snap income eligible households.

I got onto it when I applied for SNAP. I got $25 cash credit on my snap card.
Tried applying for HEAP alone recently (not on SNAP anymore) and it asked for assets. I backed off.
