If I put a certain amount into a 403 B by a former employer last year and added a Roth IRA Vanguard account at the end of 2021, do I have to subtract whatever I put in the 403B from what I'm allowed to put in my Roth IRA? I think the limit is $6000 per year for Roth IRA, but does that include whatever was in my 403 B also or is that separate? And if yes, how do I withdraw now the surplus and is there a penalty?
Another question is regarding contributing more to a 403B once I don't work for that employer anymore, can I add money to the Fidelity 403B or it had to have been taken from my paycheck?

Money put into a 403(b) does not affect money put into a Roth IRA.
I don't know about putting money into a 403(b) once you no longer work for a company.
