At this point in the year I actually think it will be harder to get her into a kindergarten in a school versus morah and apply for primary next year.
There are a lot of wonderful 4 year old morahs here!

So we moved 3 years ago with the same. That year kindergarten was harder than primary since most Kindergarten are full with siblings or only accepted siblings. Also the school I really wanted didn't have a Kindergarten. So we waited a year and moved for primary.
That being said as far as I know

Many schools that have kindergartens take less children for kindergarten and more for primary, ie. they'll have one or two kindergarten classes when the rest of the grades have 3 or more.
Again, there are a lot of wonderful 4 year old morahs here!
