Is he through an agency? If so I would call them directly and explain your concerns. The onus is on them to either try to get him to do better, or to send you an new aid.

I used to work for a home health agency (not as a home health aid, but on some level of supervising). Please call the agency and explain what is going on, and explain your concerns to them. They should talk to him directly and explain the expectations to him clearly. Taking a phone call or two is reasonable, watching videos when your son isn't sleeping or otherwise occupied is not okay, especially if it's not sleeping hours.

He should not be in the phone
May need more direction from you he might not want to interfere or think that you have things under control.

It sounds like he doesn’t have experience with this age group or type of case.
If more direction does not work ask the agency for an experienced aide in this age group/ condition.
He may be used to taking care of elderly people just sitting on his phone all day
