Local fabric store or walmart, small amount of tulle, bobby pins.
That's what I did when my 4-ish DD was a kallah for Purim. I think it cost under $5. The smallest amount I could get I think was a yard and in preschool sizes that was enough for 3 veils - dressup for all!
I think I ran a thread through the top and pulled to give it a little gather. I am really NOT into sewing at all and have almost no skill with a needle so if I could do it, you can do it.
