Netvision and Barak have merged but I still have the same service numbers and address as I always did with Barak. It is pretty obvious why most ISPs don't want to be piggybacked with Barak. Even if I wanted HOT I couldn't because the rav of the yishuv (with agreement of nerarly 100% of the residents do not allow cable companies access here at all.
In Yesha you have another problem. Most yishuvim are connected to the national system by wireless. This slows down the fastest connection and limits the number of high volume users that can be tolerated. I, a programmer who works from home, the yeshiva and the graphics studio get called first to upgrade. The rest are left with what bandwidth we leave them.
