I don't think it's a thank you for a thank you. Giving a gift or tip is an extra. Not everyone gives money or gifts. So those who went out of their way to do so should be acknowledged. Or you might say it's a "your welcome" for a thank you.
That said, I'd be DLKZ and try not to judge. There are plenty of very nice people who just don't do it for whatever reason.
