What the easiest way to put in an elastic to the waist. I'm a real amatuer when it comes to sewing, can I do it?

Can you explain your objective?
Are you trying to make the waist smaller?
How is the waist band currently constructed?
There are far better seamstresses on this site than I am, but I think more details are needed.

If the skirt/pants has a casing, or waistband, you can usually open one small spot with a scissor or seam ripper. Then you get a piece of elastic of the appropriate width, and put it through the casing, by attaching a safety pin at the front of it, and pulling it through all the way around from one end to the other. You will have to stitch it down on either end so it won't come out.
