I sifted white spelt flour the first time, which I keep in the fridge or freezer and there's little brown specks in them. They don't look like bugs. Could they be the outer coating even though it's not whole spelt?

Flour should be kept in a cool dry place.
Moisture from the fridge or freezer can actually induce bugs.
