You would risk damaging the strings. If its for a growing child, put away and buy smaller size for now.

Immerse the beged portion in a basin full of the hottest possible water, even boiling water, keeping the strings outside. You may want to tightly wrap the strings in plastic secured with rubber bands or twist ties and let them hang outside the basin. This won't keep them 100% dry but will keep them from getting utterly soaked. leave until the water cools, then remove and hang to dry.
If you or dh know how to tie the strings, remove them, dampen the beged and machine-dry on hot before replacing the strings.
Cotton shrinks more in length than in width. Loose knits shrink more than tight ones. Preshrunk cotton shrinks about 2-5%; if it's not preshrunk, it can shrink up to 20%.
