If you are invited to Sheva brachot are you supposed to give the couple a wedding present? What is the norm? (We have never met the couple who got married- we know their parents).

Absolutely yes.
You don’t need to spend a lot, but you don’t show up empty handed.
You can write a check, get a gift from their registry, or do something as simple and inexpensive as getting them your favorite board game and write a card that says it is a favorite game in your house and something they can play together as they build their bayit ne’eman. (Hey newlyweds need something to do Friday night when they are in niddah 😉😉)
Mazel tov. Have a great time.
ETA, it is cheap and thoughtless to not bring at least a little something.

In my circles, it's not done.

Depends on your circles. It's totally not expected in mine and would probably make the other guests feel a bit awkward because it would be so unusual and nobody else would have brought anything.
Usually, the guests are the ones doing the host a big favor, especially if they help round out the minyan. And the host/hostess's making of the sheva brachos is often in lieu of an actual wedding gift.

I have hosted Sheva Brachos and many guests will give a gift even if they don’t know the chosson/kallah. It doesn’t need to be expensive

Never heard of such a thing.
I’ve been invited to sb by the host but never met any parents or chosson/kallah. If anything I’d take a wine to the host!
