I just got it in the grocery today. Expires 6/23. It has a pretty strong smell. Is ground meat supposed to be smell free?

It should smell like meat but not strongly and should not have an unpleasant odor. It should smell like steak or other "whole" cut of beef
If you got it today, I personally would return because ground meat can be notorious for using older meat and can go bad easily
ETA - Even if it is not dangerous it probably not taste as good as it should with that smell. This is the same as fish as good fresh fish doesn't smell fishy but might have a slight very pleasant odor of the sea. When fish is getting old it starts smelling "fishy" and the taste and texture will be affected.
For example when one eats sushi from a really good sushi place where the fish is pristine, there is no odor of fish even if you touch it with your fingers.
