I now some one who is looking for a place to live.

She has no kids in school yet.

She needs a place that:
a)has jobs, will train if need be
b)has affordable housing, when I say affordable I don't mean a house that is cheaper then what NYC\Lakewood is charging, I mean a place were the price of houses is about 30% of what your income would be.
c)affordable tuition, a place were you don't need to give your whole salary to be able to send your kid to school

Does such a place exist in the US?

Detroit, Cleveland, and Baltimore are known for affordable real estate, but jobs in Cleveland can be hard to come by depending on your field. South Bend is even cheaper if you're looking for a smaller community. Also consider Waterbury, but jobs may not be easy there.

What sorts of jobs is she interested in? What sort of workplace? Is a secular one ok, or only a frum one?
Baltimore probably has the most diverse options of the cities mentioned here, but if you are a bit more specific that would let those of us familiar with the different cities help you with choosing a place that has decent opportunities in those fields.

Baltimore could work. There are a few frum electricians already, would he want to open his own business? Or work for someone? Just something to keep in mind.
Baltimore Jewish Life is a good website to get a feel for Jewish businesses as well as the flavor of the community

Milwaukee is another one. Cheap housing. Vouchers. The community is really nice and friendly. Your near Chicago for its amenities but MUCH cheaper cost of living.

Another option is St Louis. They have the same scholarship tax credit program that we have in IL. I think the housing is reasonable too.

Can anyone confirm? The minimum tuition is at least 10k per kid per year?!?!

That's the base tuition they ask for. But with financial aid you can definitely pay less.

that doesn't sound very different from other OOT communities... assuming most folks get a discount unless they are high earning.
