My lips always get very chapped and peel on Shabbos and is exacerbated when I wear 24 hour lipstick. I have tried olive oil. Are there any other liquid options to moisten my lips on Shabbos? TIA.

Put on lip balm right before you put on lipstick.
The lipstick still stays on and you have a protective layer underneath

Have you tried using a soft toothbrush? Wet your lips and gently brush your lips, then use olive oil or coconut oil afterwards. Don't overbrush and only do it about once a week. You can also find exfoliates just for your lips sold in the makeup section of Walmart or other stores.
Use a makeup primer before using lipstick.
