Just cheshbon it into the total price
Would you complain if it was a set price but higher to account for electricity and water?

So long as its mentioned in the listing they can most likely do what they want. On customer to decided if worth it.
Me, I wouldn't stay there, seems too involved and open ended unless clearly delineated somehow.
