I'm looking for more tried and true activities that will entertain them like bestbubbys suggestion of shaving cream etc...

How old a toddler are we discussing? My 1 yr old toddler and 3 yr old toddler do very different activities

Poking pipe cleaners through a collander
Playing with mixing bowls, spoons, and measuring cups (takes longer if you let them use a pot of water too but messier).
Dotter markers
Sidewalk chalk
Pretend cooking outside (with stuff from the yard/the park)
Play doh
Baking
Playing with scarves (my kids hide in them, use as doll blankets, lay out for pretend picnics, etc)

2-4 year old but they could blend activities...
