I looked at Moovit, that seems to be how long it takes, unless she wants to get a ride or taxi.
Eta: It does say 3 hours though, from city to city. Not 4.

I mean, she could take a train north from Tel Aviv and then a bus eastward, but b'gadol, yeah, zeh mah yesh.

Yerushalayim to Tzfat takes three hours. Maybe she can rent a car.

Rent a car and take Kvish 6. If not Jerusalem has a bus from Jerusalem to Tiveria via Afula.

By car, it can take anywhere from 1:40-2:20 on off hours, 2:20-3:15 hours in rush hour. This is taking Kvish 6 (toll road); slower if you drive straight up the 90.

You can look up the drive route and times in Google Maps, Waze, etc.

90 does go through the west bank though.. no?

I drove up 90 to Tiberius from mizpreh yericho in Feb. I remember going through a few checkpoints... But I don't remember it taking more than two hours. I think I left at around 8 something am and got there around 10.
